HASC Encourages Delay on Clean Water Measure on Behalf of Hospitals
HASC requested that the Los Angeles Board of Supervisors delay taking action on the Clean Water, Clean Beaches Measure, which would establish an annual fee to pay for clean water programs. The measure, which is being proposed by the Los Angeles County Flood Control District, fails to address a variety of issues that include whether tax is permanent, lack of appeal process and it does not offer fee reductions for parcel owners who do on-site capture and treatment of water.
The proposed clean water fee would be imposed upon residential and commercial property owners within the Los Angeles County Flood Control District (with the exception of portions of Antelope Valley) for the purpose of improving water quality and reducing pollution from storm water and urban runoff in order to meet state and federal mandates. The Board voted 3 to 2 to extend the public protest hearing for an additional 60 days, and directed staff to prepare a report that addresses concerns raised during the more than five hours of public testimony. This report will be presented to the Board before it officially sets an election date. A motion to oppose the tax failed passage.
