John Rockefeller (D-W.Va.) wrote HHS Secretary Kathleen Sebelius this week to urge a halt to the program over concerns about the size and design of state applications, which officials at the CMS are reviewing. The senator inserted language authorizing the pilot program, called the financial alignment initiative, within the Patient Protection and Affordable Care Act.
