Edison Rolls Out Power Savings Programs

HASC continues to partner with Southern California Edison to communicate the latest to hospitals on electrical power delivery and how facilities can avoid service interruption due to wind, wildfire and excessive demand due to heat events. 

To help mitigate extreme weather conditions that California is facing and ensure grid reliability this summer, Edison is offering two new programs, the Emergency Load Reduction Program (ELRP), and the California State Emergency Program (CSEP).

Both allow facilities and systems to earn bill credits for reducing electricity usage during grid emergencies. There are no penalties if you are unable to reduce your usage.

Additionally, Gov. Newsom signed a Proclamation of a State of Emergency on July 30 stating use of back-up generators or prohibited resources will be considered “emergency use” and can be leveraged for both of these programs. 


Emergency Load Reduction Program (ELRP) 

This low-risk program makes it easy for customers to earn bill credits without penalties. Service accounts must have a minimum of 200 kW load to be eligible for participation. 

How It Works  

  • You can earn $1 per kilowatt hour (kWh) or $1,000 per megawatt hour (MWh), reduced during each ELRP event. 
  • You will not be charged any penalties if you are unable to reduce your usage. 
  • ELRP events can occur when the California Independent System Operator (CAISO) issues an alert, warning, or emergency notification. 
  • ELRP events can occur any day of the week, May 1 through October 31, but only during the hours of 4 pm to 9 pm. 
  • ELRP events can last a minimum of one hour and up to a maximum of five hours. 
  • We will notify you when there is an ELRP event, either the day before or day-of. 

To enroll, visit our website at www.sce.com/drp/enroll. Upon receipt, we’ll confirm your eligibility and enrollment onto the program.

California State Emergency Program (CSEP)

This program allows you to earn incentives for committing to reduce your electricity use by at least 500 kW during each hour of an event. 

How It Works

  • You can earn $2 per kilowatt hour (kWh) for verified energy reduction during each CSEP event.
  • You may receive mobilization payments ($0.75/kWh) if you prepare to reduce load the following day but no event is called.  
  • You will not be charged any penalties if you are unable to reduce your usage. 
  • Events can occur when the California Independent System Operator (CAISO) issues an emergency notification. 
  • CSEP events can occur any day of the week, August through Oct. 31 during the hours of 3 to 10 p.m. 
  • We will notify you when there is an CSEP event, either the day before or same day. 
  • This is a short-term program that ends Oct. 31, 2021.
