HASC Partners With Toyon — to Help Hospitals With Uncompensated Care Reporting
In September, the Centers for Medicare & Medicaid Services (CMS) revised Worksheet S-10, which is used to determine hospital Medicare Disproportionate Share (DSH) Uncompensated Care (UC) payments. The new instructions revise Medicare’s definition of charity care and uncompensated care and will now be used to redistribute more than $8 billion in hospital Medicare UC payments across the nation in federal year 2019. In addition, the Worksheet S-10 is public information other stakeholders including the media, policy makers and researchers can access to research and report uncompensated care data.
In 2015, California hospitals provided $2 billion in uncompensated care and are slated to receive $700 million in Medicare DSH uncompensated care payments in federal year 2019. It is imperative from both a financing and public relations perspective for hospitals to accurately report uncompensated care on Worksheet S-10.
Toyon Associates, Inc., a preferred vendor with HASC, has developed a comprehensive Worksheet S-10 solution that helps hospitals accurately report uncompensated care data. Toyon’s solution integrates data reporting with knowledge transfer, assisting clients in compliance under the new rules. Toyon works to ensure charity process mirrors hospital policy, while establishing systems to accurately capture uncompensated care going forward. Establishing best practices for reporting allowable claims, while maintaining compliance, requires an organized multi-disciplined approach.
In addition, Toyon Associates is working with the California Hospital Association (CHA) to conduct an analysis of the Worksheet S-10 data in support of the inpatient perspective payment comments submitted by CHA. A copy of CHA’s IPPS comments and the supporting Toyon Analysis is available on CHA’s Worksheet S-10 resource website at www.calhospital.org/S-10.
“We are pleased to partner with the hospital associations in California” said Fred Fisher, senior director of Toyon Associates. “We appreciate the opportunity and are looking forward to assisting California hospitals manage the transition required by the new Worksheet S-10 reporting in compliance with the CMS Transmittal 11.”
