HASC: Yes on Measure H,
No on Measure S
HASC has endorsed Measure H (Los Angeles County-wide measure) on the Tuesday, March 7 local election ballot.
Voters are urged to cast “no” votes on Measure S (City of Los Angeles voters) in the same election.
Also known as the Los Angeles County Plan to Prevent and Combat Homelessness, Measure H will raise $350 million a year to fight homelessness. Funded programs include mental health, substance abuse, case management, job training, bridge housing and rental subsidies — among other supportive services. The supportive services will assist hospitals with linkage to housing and community-based providers, which are ill equipped to meet the needs of 47,000 homeless currently living in the county. Measure advocates have called it a “critical next step” that builds on the successful passage of Los Angeles city ballot measure HHH in November, which will build an estimated 10,000 units to house homeless residents. A “yes” vote on Measure H will empower local government to address homelessness and prevent other individuals from becoming homeless in collaboration with non-profit organizations.
Measure S would result in a two-year moratorium on major building projects in the City of Los Angeles. If approved, it would also permanently prohibit development projects requiring a general plan amendment. It would limit the county’s housing supply and force rents to increase, while putting the brakes on hospital and other health care facility construction or expansion. A no vote on Measure S will give hospitals a freer hand in building or expanding capacity to meet the community’s evolving needs.
