In Orange County, HASC is advocating to renew the SB 1100 intergovernmental transfer agreement for systems with at least one DSH hospital. Over the three-year period, the agreement will result in additional funds totaling approximately $5.2 million in new, unobligated revenue for CHOC Children’s, KPC Health, Prime Healthcare and Tenet.

On Nov. 7, HASC advocated for the Orange County Police Chiefs & Sheriffs Association to endorse new procedures for 5150 patient transports from the field. The revised protocol will assist ED staff in redirecting patients to facilities with LPS authority, reducing unnecessary boarding of 5150 patients in non-designated emergency rooms.

Previous protocols had not been updated since August 2006. HASC will distribute summaries of the new procedures to ED directors and administrators to help them educate law enforcement agencies about appropriate destinations.
