HASC Briefs summarizes news and events impacting the
association’s members. Get the latest on key policy issues, legal
developments, business opportunities, HASC Board actions,
educational programs and other association activities.
National Health Foundation received a $250,000 grant to expand
services to homeless patients at the Recuperative Care Center in
the San Gabriel Valley. Also in the HASC region this week, about
300,000 Healthy Way LA members are expected to transition to
full-scope Medi-Cal benefit coverage as of Jan. 1, 2014. Sign up
now for the 2014 Spring Session of the LEAD Academy. HASC thanks
member hospitals that met or surpassed their CHPAC goals this
year.
Hospitals in Orange County have embraced the Psychiatric
Emergency Services model of care for patients experiencing
psychiatric emergencies. In other news from HASC, Orange County
is also continuing to work on constructing a new safety net
program for the future. Fast Facts from the most recent Patient
Safety Collaborative are now online, and early bird registration,
through December 18, is open for the 2014 Palliative Care
Conference.
HASC is a founding member of the LA Coalition to Protect Public
Health, whose website www.protectla.org, went live last week. In
other news from HASC, registration is now available online for
the Spring 2014 LEAD Academy. Participate in HASC’s upcoming
Workplace Wellness Benchmark Survey, and read about the recent
successful Hospital Hero Awards and Charity Golf Classic for NHF.

The California State EMS Authority has approved both community
paramedicine pilot projects submitted by the Los Angeles County
EMS Agency and developed by the UCLA Center for Prehospital Care.
In other association news this week, hospitals and Orange County
are meeting to discuss mental health system improvements. Don’t

mark your calendar for the next Hospital Disaster Management
Training in LA County, Dec. 3-4.
The Los Angeles County Department of Public Health has issued an
order for health care personnel to obtain the influenza
vaccination during the flu season. Also this week from HASC: LA
County EMS has partnered with HASC (ReddiNet) and the California
Association of Health Facilities to define and activate emergency
responder roles for 300 long-term care facilities in the county.
HASC, with the California Department of Public Health, sponsored
the first in a series of roundtables in the Inland Region
focusing on the survey process.
URAC awarded Patient Safety First a Silver Award in its Health
Plan category. The San Gabriel Valley Recuperative Care Center, a
joint effort of National Health Foundation and Illumination
Foundation, will open Oct. 22. Also, don’t forget to sign up now
for the Oct. 15 Conference on Aging.

National Health Foundation is set to open its third recuperative
care center, in the San Gabriel Valley, in October. In other

be evaluated in consideration of the potential impact of health

Workgroups in Los Angeles and San Bernardino Counties are
exploring community paramedicine programs. Also from HASC this
week: a new blog from SVP, Health Policy and Communications,
Marty Gallegos, which will cover hot health care topics. Register
now for the HASC Conference on Aging, Oct. 15, as well as LEAD
Academy 2, beginning this fall.
The three-year Patient Safety First collaboration has prevented
more than 3,500 deaths and avoided more than $63 million in
unnecessary hospital costs, according to the program’s year-end
report. Other news from HASC this week: a new hospital opening in
the Inland Empire, the upcoming HASC Associate Member Luncheon
and Administrative Professionals Forum, as well as SHIP mixers.

2013 HASC Charity Golf Classic
Enjoy a challenging round of golf at the 2013 HASC Charity Golf Classic, Oct.
21 at Oakmont Country Club. All proceeds benefit National Health
Foundation (NHF), dedicated to supporting effective health care
delivery.
Read the latest Fast Facts from the most recent meeting of the
Southern California Patient Safety First Collaborative. Also from
HASC this week: Orange County officials are reconsidering a plan
to use funding from the MSI Hospital Pool to pay for CMS-mandated
increases in physician payments. The Security Drill Tool Kit is
now online, and registration is currently open for the Conference
on Aging, Golf Charity Tournament, Fall LEAD Academy. Nominate
your Hospital Hero for this year’s awards, Nov. 8.
HASC, with the Los Angeles County EMS Agency and area fire
chiefs, is looking into next steps toward coordinating a
community medicine pilot program. In Orange County this week,
HASC filed a formal protest on behalf of OC hospitals against
County Health Care Agency plans to use funds from the MSI
Hospital Pool to pay for CMS-mandated increases in physician
payments. Two hospitals are now live in the Inland Empire Health
Information Exchange. Also this week, don’t forget to register
for the July 25 program on Strategic Workforce Planning.
HASC’s inaugural Conference on Aging is accepting presenter
proposals, and mark your calendar for July 9 when Patient
Safety First…a California Partnership for Health celebrates
its successes over the past three years. Also in this week’s
news: HASC L.A. testifies against proposed City Public Health
Department and HASC’s advocacy leads to $2 million in budget
augmentations for the Orange County MSI program.
HASC Los Angeles has opposed a proposal to establish a City
Public Health Department. Also in HASC news this week, Orange
County Supervisors approved a $2 million budget augmentation for
the MSI Hospital Pool. Register now for an information session on
dual eligibles, set for June 21. This year’s CHPAC campaign is
going strong; make your contribution today.
HASC encourages participation in two upcoming Affordable Care Act
discussions: June 1 with Congresswoman Grace F. Napolitano and
Covered California’s Town Hall Meeting in Los Angeles, June 7.
It’s not too late to register for two engaging conferences next
month: the Patient and Family Centered Care Conference, June 3,
and the 3rd Annual Health Care Provider Wellness Conference, June
13-14.
HASC’s new Health Benefits and Wellness Partnership can help
Southern California member hospitals substantially reduce the
cost of employee benefits. In other regional news, Orange County
hospitals’ payments for inpatient services to the uninsured have
plunged to 17 percent of actual cost, and a recent loss of a
lawsuit with the state leaves the county’s hospitals challenged
for relief. Register now for the 4th Annual Patient and Family
Centered Care Conference, June 3 in Long Beach.
HASC urged hospitals in the city of Los Angeles to formally
oppose the Bureau of Sanitation’s proposed franchise hauling
system this week. Mark your calendar for upcoming HASC events,
including the 3rd Annual Wellness Conference, June 13-14, and a
webinar on reducing readmissions scheduled for June 20.
Los Angeles, Orange, Riverside and San Bernardino Counties review
CMS’ MOU regarding the Duals Demonstration Project. Also in this
week’s regional news: an Orange County hospital and ER physicians
coalition seeks reform for psychiatric emergencies, and in the
Inland Region, HASC convenes discussions surrounding ED
overuse.

The CalOptima Board of Directors approved three primary uses for
IGT funds amounting to $12.4 million. Also in this week’s
regional news, LA County Supervisors voted down a clean water
measure that would have placed onerous burdens on hospitals.
